Cloud Applications Plan for Water Resources Services

The purpose of this project is to create new possibilities from Taiwan's environmental resources information using a common information architecture that takes into account the different dimensions of environmental resources, combines them with cloud service infrastructure to simplify the convenience, timeliness, accuracy and integrity of information access. During the execution of the project, the Water Resources Agency not only took part in the "5th Government Service Quality Award" by updating the e-River portal website in accordance with the project requirements, but also set up a water resources e-paper editing and mailing management mechanism. It also made open data available to public access by setting up the water resource service cloud-portal website, setting up a mechanism for environmental image service and more. The platform is even equipped with comprehensive permission controls and data maintenance functions, providing our colleagues with a management module for creating their own online modules and data. Guided by the principles of "predicting public need", "environmental education" and "open data value-added application", a range of practical services useful to the general public was provided to realize the ideals of environmental resource information transparency and common use.   During the execution of the project, the "e-River Online Information Service" was nominated for the 5th "Government Service Quality Award" and the website has been viewed 1.3 million times (as of 12/15). To encourage the public to subscribe to the e-paper published by the WRA to serve as a channel for public communication, a new-look e-newsletter was launched with Issue 21. The content delivered by the e-newsletter implemented the 5E concept (electronics, exchange, education, environment, enjoyment) for e-River. The actual number of e-newsletter subscribers also increased from around a hundred people to nearly 7,000 (as of 12/16). The sustained marketing plan also led to more members of the public using the services of the e-River portal and e-newsletter homepage. Strong interest was also shown in joining the e-River Fan Group and subscribing to the e-newsletter.   To support the Open Data policy of the Executive Yuan and realize the common use and sharing of resource information, another spotlight service of this project was to use the creation of the cloud portal for water resource service as an opportunity to integrate environmental resource data from different fields. This provides the public with a one-stop website for water resource service. We also pushed to collate water resource data and make them available free to the public for value-adding applications. The design of the website included "Open Data", "Environmental Monitoring Service", "Water Resource API", "Water Resource APP", "Public Service" and other modules for disclosure of related service information. Image data from the subordinate agencies of the future Ministry of Environmental and Natural Resources was integrated to set up an environmental image service mechanism. Geo-location service technology was used for regional and localized push notifications to enable the public to keep track of environment quality at any time, acquire environmental conservation knowledge and take part in environmental protection. This project gave priority to developing services from a general public perspective. Apart from combining key themes such as environmental monitoring and eco-conservation, a mechanism for the public to contribute their feedback was implemented in the spirit of Web 2.0 and set up a two-way communication model.   The dimensions of "environmental resource information integration", "standards definition", "decision-making analysis application", "multi-channel information transmission" and "active customization services" will be used to support phase 4 of the e-government environmental integration plan (2012 ~ 2016). With the Ministry of Environment and Natural Resources as the axis and the WRA as the core for the water environment, government-to-government and government-to-private sector cooperation will create an integrated, comprehensive, diversified and analytical interactive water environmental resource information service and ecological sustainable development applications that can be accessed anywhere.
